Meeting with "Best Civil Servant" republican contest winners

Opening the meeting, the Head of the State congratulated the staff workers of government agencies on the victory in the contest timed to the Day of Civil Servant.

Nursultan Nazarbayev stressed that the civil service mission lies in serving the people faithfully and effective defendin the country’s national interests.

- The state apparatus well-coordinated work has helped build a strong and independent Kazakhstan. Today, our country is confidently taking worthy places in all leading world ratings. The positive economic dynamics is preserved, the consent and unity in the society are steadily maintained, the President of Kazakhstan said.

The Kazakh leader noted the significant contribution of civil servants to the country’s growth, while paying attention to the significant part of the government machinery in actualizing large-scale reforms.

Nursultan Nazarbayev separately focused on measures to systemically transform the state machine in the context of increasing Kazakhstan’s global competitiveness.

- Formation of the Open State is going on. A single provider of public services has been created; it is "Government for Citizens" State Corporation. Annually, the heads of central and local executive bodies report to the public, the President of Kazakhstan said.

The Head of the State noted the results of introducing a new format of the civil service on principles of meritocracy and transparency as well.

- Reward of public servants has been formalized in legislation based on the results, as well as regular upgrading of professional skills. Kazakhstan adopts the principles of OECD countries in public administration. The state apparatus stability has been strengthened; the turnover in the civil service has decreased by half. Transfers were reduced 18 times, and layoffs - twice, Nursultan Nazarbayev said.

In conclusion, the President of Kazakhstan stressed the importance of strict observance of high ethical standards by state officials in their activities.

- It is impossible to achieve the main goal of building a prosperous Kazakhstan without creating a competitive public service. It is important to maintain the high image of a civil servant. You are at the forefront of reforms; in many respects it is from your productive activities on what success and prosperity of our country depends. I am confident that you will keep on serving the state faithfully, working honestly for the good of our people, the Head of State concluded.

During the conversation, Nursultan Nazarbayev inquired about the opinion of the meeting participants about the country’s ongoing reforms and the course of implementing the main directions of public consciousness imrovement.
