Chief of Staff of the President of the Republic of Kazakhstan - Yerlan Koshanov

The Presidential Executive Office is headed by the Chief of Staff of the President of the Republic of Kazakhstan, who works under direct supervision of the Head of State. 

Chief of Staff of the President of the Republic of Kazakhstan

  • brings to Head of State’s approval the Rules on the Presidential Executive Office, submits suggestions on the structure and personnel of the Presidential Executive Office, approves the staff list of the Presidential Executive Office, makes changes to it within approved staff number; 
  • coordinates the work of assistants and advisers to the Head of State, organizes and directs the work of the structural subdivisions of the President's Office, provides interaction with other state bodies; 
  • submits to the Head of State’s consideration suggestions on appointments and dismissals of aides and advisers of the President, heads of structural subdivisions of the Presidential Executive Office, appoints and dismisses the officials of the Presidential Executive Office;
  • approves the Rules on structural subdivisions of the Presidential Executive Office, instructions of the officials of the Presidential Executive Office
  • coordinates the control over execution and observance of the Head of State’s acts, execution of his instructions, circulation of documents at the Presidential Executive Office
  • submits to the signature and to the President’s consideration laws adopted by the Parliament, draft decrees, orders and other documents and materials addressed to the Head of State; 
  • ensures on a constant basis contacts of the Presidential Executive Office with the Parliament, its Chambers, working bodies and officials; the Government and Prime Minister’s Office; ministries and other central executive bodies; Constitutional Council, Supreme Court, General Procurator’s Office, Committee of national security and other state bodies subordinated and accountable to the President; National Bank, Accounts Committee for Control over Execution of the Republican budget, akims (mayors) and maslikhats of the regions, capital of the country and the city of republican significance; local self-government bodies; political parties and other public associations, mass media; population; 
  • realizes other powers entrusted on him by the President.

 


Yerlan Zh. KOSHANOV

Chief of Staff of the President of Kazakhstan

He was born in 1962 in Karaganda region. In 1984 he graduated from the Karaganda Polytechnic Institute, and 1999 from the Kazakh State Academy of Management.

After graduation, he worked as a locksmith, foreman of the processing plant at the Zhezkazgan mining and metallurgical industrial complex.

From 1988 to 1990, he worked as Instructor of the Working and Rural youth Department, Head of the Socio-economic issues of youth Department at the Zhezkazgan regional Committee of LKSM of Kazakhstan.

From 1990 to 1995, he held the positions of the Leading specialist, Head of Department, Deputy Chairman, and then Chairman of the Zhezkazgan regional Committee of Goreign Economic Relations.

From 1995 to 1999, he was the Member of the Senate of the Parliament of Kazakhstan.

From 1999 to 2001, he worked as Government representative in the Parliament of Kazakhstan.

From 2001 to 2003, he served as Deputy Head of the Office of the Prime Minister of Kazakhstan - Representative of the Government in the Parliament of Kazakhstan.

From 2003 to 2006, he was Vice-Minister of Transport and Communications of Kazakhstan.

From 2006 to 2007, he worked as Chairman of the Civil Aviation Committee at the Ministry of Transport and Communications of Kazakhstan.

From 2007 to 2012, he held the position of the Deputy Head of the Office of the Prime Minister of Kazakhstan - Representative of the Government in the Parliament of Kazakhstan.

From 2012 to 2017, he served as Head of the Office of the Prime Minister of Kazakhstan.

From 2017 to 2019, he held the position of the Akim (Governor) of Karaganda region.

On September 18, 2019, by the Decree of the Head of State, he was appointed as Chief of Staff of the President of Kazakhstan.

He is awarded with the Order of “Parasat” (Nobility) (2013), the Order of “Qurmet” (respect) (2007), and some jubilee medals.
