The Astana International Financial Centre Management Council (hereinafter – the Council) is a permanent collegial body chaired by the President of the Republic of Kazakhstan. The Council is the supreme governing body of the Astana International Financial Centre (hereinafter – the Centre).
The main objectives of the Council are to:
1. determine the strategic directions for the development of the Centre;
2. facilitate the creation of favourable conditions for establishing a leading international financial services centre.
To achieve its objectives, the Council:
- adopts acts of the Centre in the form of resolutions on matters within its competence, within the limits provided for by paragraph 3 of Article 4 of the Constitutional Law of the Republic of Kazakhstan “On the Astana International Financial Centre”;
- determines the structure of the Centre’s bodies;
- appoints the leadership of the Astana Financial Services Authority;
- makes decisions on establishing other bodies for the purposes of the Centre, determining their form, competence and functions, as well as their dissolution or reorganisation;
- determines the powers of the general meeting of shareholders (sole shareholder) of the Centre’s Administration, the Board of Directors and the Management Board, the number of members of the Board of Directors and the Management Board, the procedure for their election and the term of office of their members, as well as the procedure for determining the remuneration of members of the Board of Directors and the Management Board;
- determines the composition of the court, the procedure for appointing and dismissing judges and other court officials, qualification requirements for judges and court officials, and other matters concerning the functioning of the Centre’s court;
- determines the fundamentals for the establishment and functioning of the International Arbitration Centre;
- approves the annual report on the activities of the Centre;
- considers other matters within its competence and for the purpose of improving the activities of the Centre.
Composition of the Council:
The President of the Republic of Kazakhstan is the Chairman of the Council.
The Prime Minister of the Republic of Kazakhstan is the Deputy Chairman.
Members of the Council are the Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan, the Governor of the National Bank of the Republic of Kazakhstan, the Deputy Head of the Administration of the President of the Republic of Kazakhstan or the Assistant to the President of the Republic of Kazakhstan for Economic Affairs, or the Adviser to the President of the Republic of Kazakhstan, the Governor of the Astana International Financial Centre, the Chair Board of Directors of the Astana Financial Services Authority, the Chairman of the Board of the Astana International Exchange, Abdulhamid Mohammed Saeed Alahmadi (subject to consent), Stephanie von Friedeburg (subject to consent).
