Head of the Presidential Administration B. Sagintayev, Assistant to the President - the Security Council Secretary K. Kassymov, First Deputy Prime Minister – Finance Minister A. Smailov, senior officials of the Presidential Administration and Interior Ministry have taken part in the Board meeting as well.
In his speech, the Head of State stressed that the First President of Kazakhstan - Elbasy tasked the Ministry of Internal Affairs with forming zero tolerance for offenses.
- Policing is the full glare of the public. Your service lies in direct contact with the public at large and the country’s security. Therefore, the Internal Affairs Ministry’s work should be organized clearly and systematically. The police is meant to be more open. This requires a dialogue with society. With that in mind, we will continue the reform of the law enforcement system initiated by Elbasy. Its crucial task is strict security of the rights of Kazakhstan’s citizens, Kassym-Jomart Tokayev said.
Noting consistency of the criminal situation in the country, the President of Kazakhstan highlighted the areas that require strengthening the work of the internal affairs bodies. Among them is the lack of effective police interaction with society, insufficient work to prevent theft of livestock, mobile phones and car parts, weak opposition to the drug business. In addition, the Head of State focused on the need to reduce road deaths, strengthen the work on the prevention of offenses on the ground and protect our citizens from the effects of natural disasters and emergencies.
- The main task for the police is effective work, and the key criterion for evaluating the effectiveness is public confidence. People complain that police often behave rudely or incompetently. In some cases, they themselves break the law and the rules, especially on the roads. Within the framework of the ongoing reform, the Ministry of Internal Affairs needs to provide for a set of systemic measures to preserve experienced and honest professionals, as well as a rigorous selection of young competent employees with a focus on sustained anti-corruption immunity, the Head of State instructed.
Kassym-Jomart Tokayev has also approved the measures taken for the specialization of individual police units at work with foreign tourists; stressing that ensuring their safety is an essential component of a favorable investment climate.
At the same time, the President of Kazakhstan thanked the ordinary police officers, who, jeopardizing life, come to the rescue, and assured that the government will provide serious support to the employees of the Ministry of Internal Affairs and their families.
Having heard the reporting information of the Interior Minister E. Turgumbayev, Kassym-Jomart Tokayev instructed the Ministry to build up systematic work on accomplishing the tasks set, to actively use the possibilities of the mass media and social networks, and the Government to provide with the necessary resources.
In conclusion, the Head of State noted that execution of instructions given at the Board will be under the constant control of the Presidential Administration and the Secretary of the Security Council.
