Joint meeting of the Presidential National Commission for Women, Family, and Demographic Policy and Kazakhstan’s Central Election Commission

The joint meeting of the National Commission for Women, Family and Demographic Policy under the President of Kazakhstan and the Central Election Commission of Kazakhstan took place chaired by Gulshara Abdykalikova, State Secretary of Kazakhstan and Berik Imashev, Chairman of the Central Election Commission of Kazakhstan.

Members of the Parliament’s Majilis, the National Commission members, the Central Election Commission, heads of international organizations, as well as representatives of political parties, regional commissions on women, family and demographic policy and territorial election commissions were at the meeting that took place in the selector mode.

Opening the meeting, Gulshara Abdykalikova noted that Five Social Initiatives of the Head of State gave an important impetus to the activities of the women's community.

- Fulfilling the tasks set by President Nursultan Nazarbayev in the Address to Kazakhstan’s Nation New Opportunities for Development under the Fourth Industrial Revolution and Ruhani Zhangyru Program Article require active participation of all women's organizations, the Secretary of State said.

Gulshara Abdykalikova stressed that since 1995, the time of joining the Beijing Declaration, Kazakhstan has systematically taken the course to promote gender policy. Implementation of the 2006-2016 Gender Equality Strategy, which helped develop the legislative basis of equality, was successfully completed.

According to the World Economic Forum’s gender index, last year Kazakhstan ranked 52nd among 144 countries, including 30th in terms of economic participation and opportunities for women, 36th in the health index and 48thplace – education level.

As of the beginning of 2017, the share of women among political civil servants is 10%, and 22% in the Parliament.

The meeting also heard information from the Central Election Commission on gender aspects of women's participation in electoral processes. Today 739 women are elected throughout the country (22.2% of the number of nominated women candidates).

In addition, there was a discussion of promoting women to the level of decision-making in the civil service. 55% (50.5 thousand people) of all civil servants are women. At the same time, the share of women in managerial positions is 39.5% (9.6 thousand people), of whom the highest management positions are 29%, which corresponds to the average OECD indicator.

The participants heard the information about the situation in Kostanay and South Kazakhstan oblasts. Kostanay region is the leader in the number of women working in local government bodies. In Maslikhats (a local delegate body) of all levels, 31% of deputies are women, and 61% among administrative civil servants.

At the end of the meeting, the State Secretary of Kazakhstan Gulshara Abdykalikova gave a number of specific instructions to state bodies.
