Participation in the plenary session of the Nuclear Security Summit in The Hague

In his speech, the President of Kazakhstan noted that the initiative of US President Barack Obama to hold global nuclear security summits had played a historical role in strengthening peace and security in the world. The President of Kazakhstan also stressed that these summits had become a platform for searching the ways of settling key topical issues.

Nursultan Nazarbayev stated that our country continues to promote strengthening the global nuclear security. In this regard, the President outlined a range of aspects that need efforts to be aimed at. 

One of these aspects is the full and comprehensive nuclear disarmament, which is the only nuclear security guarantee. Opposition to nuclear terrorism and eradication of its origins was called by the President of Kazakhstan as one of the urgent tasks.

The President of Kazakhstan noted that our country supports creating new nuclear-free zones, including those in the Middle East.

Nursultan Nazarbayev highlighted that Kazakhstan was ranked 15th in the world nuclear materials security index.

“Political and economic stability, effective legislation and opposition to corruption contribute to this. After the closure of the Semipalatinsk test site and renunciation of the fourth most powerful nuclear arsenal, Kazakhstan together with the USA and Russia, eliminated the infrastructure of the test site. Activities on providing security of the former nuclear test complex are going on. The nuclear activity of the country is under IAEA auspices. We supported the initiative of the IAEA on establishment of a low enriched uranium bank and are finishing talks on placing it on our territory,” the President of Kazakhstan said.

The head of state emphasised that the Summit was being held under the conditions of a global security crisis.

“Its root cause is absence of a political will to eliminate double standards and selected use of the international law. We consider it vital that the nuclear weapon states strictly carry out full range of undertaken obligations. Twenty years ago, Kazakhstan as Belarus and Ukraine, made a significant contribution to strengthening global nuclear security. Our country voluntarily renounced nuclear weapon stockpiles and joined the Treaty on the Non-Proliferation of Nuclear Weapons in the capacity of a non-nuclear state. That is why, we should treat with alarm the irresponsible statements of some politicians to return the status of a nuclear state to Ukraine, the country, which possesses 5 power plants, 15 atomic reactors and has a potential for missile technology,” Nursultan Nazarbayev said.

In conclusion, Nursultan Nazarbayev emphasised that everyone should realise their responsibility towards the world community, which rely on not solutions by force, but on political solutions for the sake of peace and their effective implementation.
