The meeting of the Commission under the President of Kazakhstan as to corruption control chaired by the Secretary of State of Kazakhstan Gulshara Abdykalikova

Opening the meeting Gulshara Abdykalikova has made it clear that amid implementation of the instructions given by the Head of State at the enlarged session of the Government of Kazakhstan on September 9, 2016 on the transition from crisis bailout plan for execution of the strategic development objectives we need to intensify systematic prevention of corruption and ensure tight control over utilization of the budget allocated for the government programs implementation.

The meeting heard the reports of a number of government agencies and Atameken  National Chamber of Entrepreneurs. They discussed anti-corruption measures in architecture, urban planning and construction sectors, as well as issues of using the budget funds allocated for the implementation of state-run programs of industrial-innovative development.

G.Abdykalikova noted that special attention should be paid to the creation of mechanisms to minimize corruption risks in this sphere. Not only the economy but also the investment attractiveness of the country depends of their effectiveness.

It has also been noted that the state makes measurable budgetary provisions for execution of industrial and innovation development program for 2010-2014 and 2015-2019. The analysis revealed that the use of budget funds during their implementation comes with numerous violations. Since the start of the first industrialization program because of theft of funds the state suffered damage amounting to more than 13 bln. tenge.

The Secretary of State said that in accordance with the Head of State’s instructions it is important on the ground to ensure effective implementation of programs, realization of each investment project, as well as the widespread use of the potential of electronic resources when providing public services.

By the Commission’s decision the state bodies are tasked with looking into offences of the law and formulating measures aimed at preventing them in future activities.

As a result of the Commission meeting the relevant instructions and recommendations have been given.
