The official visit of Kassym-Jomart Tokayev to China began with talks with President Xi Jinping.
The Chinese leader welcomed the Kazakh President at the Great Hall of People in Beijing. A Guard of Honor was lined up to respect the distinguished guest. Then the leaders and their delegations moved into the East Hall to begin negotiations.
Kassym-Jomart Tokayev noted that he accepted with great pleasure the invitation of Xi Jinping to visit China to take part in the third Belt and Road Forum for International Cooperation.
"Since the first days, Kazakhstan has been firmly supporting your global initiative and actively participating in its promotion. We always remember that just a decade ago it was announced by your speech brought in Astana. Taking this opportunity, I would like to congratulate you on the excellent results of the mega project. I also wish you a successful organization of the landmark event. Let me as well congratulate you on the 74th year since the founding of the People's Republic of China and on the brilliant performance of the China`s team at the 19th Asian Games in Hangzhou. With great enthusiasm, we are following the rapid progress of China. Your wise leadership moves China closer to its highest goal – becoming a leading world power," the President noted.
The Head of State emphasized the positive dynamics of the development of Kazakh-Chinese relations, consistent with the level of eternal comprehensive strategic partnership.
"Together we have built effective interstate cooperation in all areas. The results of your state visit to Kazakhstan in September last year, gave a great impetus to deepen ties. It marks a start of a new “Golden 30 years" of bilateral cooperation. Trade between our states is developing. The growth is significant. The sides implement 52 joint projects with an investment volume of $21 billion. 2024, which was declared as the year of Kazakhstan’s Tourism in China, will open up great prospects for this sphere. Favourable conditions are created for mutual cultural and humanitarian exchange. I believe that Kazakhstan and China have a tremendous potential for bringing interstate ties to a new level. Taking this opportunity, I would like to invite you, Dear Chairman Xi, to pay a state visit to Kazakhstan next year," Kassym-Jomart Tokayev said.
In turn, Xi Jinping thanked Tokayev for accepting the invitation to visit China and noted the importance of strengthening cooperation.
"Welcome to the Third Belt and Road Forum for international cooperation. Healthy, stable and dynamic Chinese-Kazakh relations can strengthen trust between the two countries and decisively contribute to maintaining peace and stability. Regardless of how the international situation changes, China and Kazakhstan will adhere to their initial aspirations and help each other. Over the years of friendship, our countries managed to build an eternal comprehensive strategic partnership. Xi Jinping emphasized that China fully supports Kazakhstan’s sovereignty and territorial integrity and the large-scale reforms.
During the meeting, the presidents addressed the development of comprehensive cooperation in trade, economics, oil and gas, petrochemical, energy, financial, transport, and transit spheres and the nuclear industry, engineering and tourism, electronic commerce, and high technologies. Leaders highlighted the importance of implementing joint investment projects and creating conditions for mutual cultural enrichment.
The sides also exchanged views on topical issues regarding the international and regional agenda.
Following the meeting, the delegations of the two countries signed several document:
1. Memorandum of Understanding between the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan and the National Development and Reform Commission of the People's Republic of China on exchange and cooperation in economic development;
2. Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on the development of the Trans-Caspian international transportation route (TITR), including China-Europe container trains;
3. Memorandum of Understanding between the Ministry of Transport of the Republic of Kazakhstan and the National Development and Reform Commission of the People's Republic of China on cooperation of the "Tacheng - Ayagoz" railway construction project;
4. Agreement between the Government of the Republic of Kazakhstan and the Government of the People's Republic of China on the development of the Trans-Caspian International Transport Route;
5. Protocol between the Ministry of Agriculture of the Republic of Kazakhstan and the General Administration of Customs of China on phytosanitary requirements for the export of rapeseed from Kazakhstan to China.
