Kassym-Jomart Tokayev held a meeting with the members of the Presidential youth personnel reserve at the Akorda Palace. All 300 people who were enrolled in the reserve were invited to the meeting.
Addressing to the participants of the event, the Head of State recalled that the initiative to form the Presidential personnel reserve was one of the key priorities of his election program.
“Each of you has shown a high level of professional competence and a sincere desire to work for the benefit of the state. That’s why I invited all of you to Akorda Palace to meet with you personally, and listen to your opinion on issues that are relevant to our country, and present my vision of the tasks facing the members of the personnel reserve,” Kassym-Jomart Tokayev said.
President noted the contribution of the First President – Elbasy Nursultan Nazarbayev, under whose leadership our country has managed to build a system of public administration, which has repeatedly proved its effectiveness in the most difficult conditions.
At the same time, the President of Kazakhstan believes that the nature of contemporary challenges requires further actions, including the introduction of new approaches to the state apparatus.
“The ultimate goal of all innovations is to be closer to people. In fact, we are talking about the service model of the state's activity. Kazakhstan needs a new model of public administration that is adequate to the needs of society, effective and fair,” the Head of State stressed.
Speaking on the reform of the public administration system, Kassym-Jomart Tokayev stressed that beginning from this year, the number of civil servants will be gradually decreasing, and saved funds will be allocated to material incentives for the most useful employees.
“It is planned to reduce the number of civil servants and with employees of national companies up to 25% by 2024 as I told you in my State Address to the Nation. Naturally, this will not happen mechanically, but as a result of the revision of the so-called “functional”, that is, reducing functions that are not typical for state bodies, transferring it to outsourcing or civil society,” the President of Kazakhstan informed.
Special attention was paid to the three main principles of the “Listening-state" Concept: openness and transparency; inclusiveness; and prompt response to citizens’ needs.
“Kazakhstan people should not perceive officials as a certain caste of elected officials who make decisions concerning the whole society behind the scenes. Officials should not be untouchable. I do not get tired of repeating: civil servants are part of the people, they work for the people and among the people!” President Tokayev emphasized.
Addressing the members of the youth personnel reserve, Kassym-Jomart Tokayev said that he expects new ideas and effective work from each of them, which will give a new impetus to the development of the country.
“In the future, we will refer you to responsible service in state bodies and national companies. Already, 55 citizens who joined the reserve have been appointed for new positions,” the President said.
The Head of State also announced plans to appoint 100 reservists to responsible positions this year, and the reset in the coming years to fully use the potential of the personnel reserve.
Noting that the most ambitious transformations in the country begin with small changes in a particular industry, region, city, and village, Kassym-Jomart Tokayev urged young people, regardless of their position, to make their own contribution to the country's renewal process.
“The hour is not far off when a new generation of leaders, including you, will come to power. You must be prepared to take the reins of government. You must have the appropriate competencies and knowledge. Our young people must be ready for a new historical stage in the development of the state. Knowledge and competence should be much higher than ambition, not vice versa, as it often happens in our country,” President Tokayev said.
Addressing the entire youth of Kazakhstan, Kassym-Jomart Tokayev said that the process of renewal is one of the priorities of his domestic policy.
“The work on the formation of the personnel reserve does not end here, and it will continue. It will include other motivated and worthy young people,” the Head of State said.
In conclusion, President Tokayev reiterated his confidence that the young people who joined the personnel reserve would honorably perform the tasks assigned to them.
Chairman of the Civil Service Agency Anar Zhailganova, as well as members of the Presidential youth personnel reserve: Financial Director of the AIFC Exchange Renat Bekturov, PhD student of National Institute for Political Studies of Japan Zulfiya Suleimenova, Director General of Eurasia Blockchain Fintech Group Limited Tilektes Adambekov, Head of the Protection of the rights of children of Department of Education of Ust-Kamenogorsk city Yulia Ovechkina, and Consultant of the “BTS Digital” educational centre Olzhas Sakenov, gave a speech at the meeting with President Kassym-Jomart Tokayev.
