The meeting participants reviewed the implementation of Kazakhstan’s National Security Strategy in 2015 and the country’s migration policy.
Nursultan Nazarbayev noted that despite negative impact of the global economic crisis the state will fulfill its social undertakings and maintain the required level of defense capability, security and public order.
Among the most serious threats and challenges, in President’s words, are the global factors that influence the country’s economic growth and increase religious and terrorist threats in the neighbouring regions.
The Head of State also said in the current circumstances it is important to join the efforts of all citizens of Kazakhstan to successfully counteract the crisis.
In his report, Assistant to the President – Secretary of the Security Council Nurlan Yermekbayev, assessed the results of government agencies’ work in 2015 and focused on the priorities and objectives for the coming period. He noted that against the background of global economic turbulence, the government and local executive bodies are implementing measures to diversify the economy and maintain the standard of living in Kazakhstan.
Nurlan Yermekbayev told about further steps to improve the work of law enforcement agencies, including in the field of human rights protection and maintaining public order.
Regarding the second item of the agenda, reports were made by the Minister of Health and Social Development Tamara Dyuissenova and Interior Minister Kalmukhanbet Kassymov. They stressed the regulation of migration processes has two important goals. On the one hand, to stimulate economic growth it is necessary to reallocate labour resources within the country, including the organisation of resettlement of homecomers’ and highly skilled foreign professionals. On the other hand, the entry of ideologists and recruiters of international terrorist groups, criminals and illegal migrants into Kazakhstan should be strictly forbidden.
The meeting participants emphasized the importance of organized internal migration that would eliminate disparities in the resettlement of people across the country and ensure that the objectives of socio-economic development of Kazakhstan are achieved.
Following the meeting Nursultan Nazarbayev gave a number of specific instructions to the Government and state bodies, charging them with the task to supervise and monitor the implementation of instructions.
