Nearly 2,000 people attended a regular Congress of the Party. The participants included more than 1,200 regional delegates, deputies of Parliament, heads of state bodies, national holdings and companies, representatives of scientific and creative intelligentsia, heads of non-governmental organisations, members of the Diplomatic Corps, international organisations and mass media.

Delegates of the Congress adopted a resolution on the nomination of Nursultan Nazarbayev’s candidature for the post of the President of the Republic of Kazakhstan.

The Congress reviewed the results of work of the Party’s Political Council, as well as its Central Control and Revision Committee and elected members to each of these bodies.   

In his speech, the Head of State stressed that in the current circumstances the country faces new challenges and goals.    

“Firstly, we need to avoid negative impacts from external factors on state-building. Secondly, maintain the momentum of development. Third, provide the conditions for further development. Fourth, continue advancing toward joining the 30 most-developed countries in the world,” he said.

In this regard, Nursultan Nazarbayev noted the need to give non-standard and strong responses to global challenges for the country’s statehood, putting forward institutional reforms in five areas. These involve establishing a modern, professional and autonomous state apparatus; solidifying the rule of law; achieving industrialisation and economic growth based on diversification; unifying as a single nation for the future; and functioning as a transparent and accountable government.

The President noted that all together these reforms will create favourable conditions for consolidating the country and its entry into the thirty most developed countries of the world.

“It is a way to implement the “Kazakhstan - 2050” Strategy. Each of the five institutional reforms is a huge challenge and requires serious work. The success of these reforms can be achieved only with the firm will of the government and the people. The proposed measures will radically change the system of social relations. To carry them out, I propose to establish a National Commission on Modernisation under the President. It will coordinate the implementation of the whole set of reforms. Thus, our central task in the forthcoming years is to start and gradually implement these five institutional reforms,” he said.

The President noted that within a few days he had received many letters and telegrams from citizens, workers’ associations, educational institutions and public organisations of the country in support of early presidential election, asking Nursultan Nazarbayev to put forward his candidacy for the upcoming election.

“Thank you all for your appreciation of my work for the benefit of Kazakhstan and its people. There is no greater reward than to have this confidence of his people. I sincerely thank all those who said today from the rostrum kind words addressed to me. I declare my consent to run for the presidential candidate of the party "Nur Otan" in the upcoming election. I urge you, my fellow Nur Otan party members and all citizens of Kazakhstan again to rally and win. Our common spiritual power and supreme goal: “Mangilik El - Eternal Homeland”. It will energise our development progress in the XXI century,” he underscored.

Among the speakers were the academician Kenzhegali Sagadiyev, Deputy Chairman of the Assembly of People of Kazakhstan, Member of the Political Council of the Party Anatoly Bashmakov, Chairman of the West Kazakhstan branch of the Writers’ Union of Kazakhstan Akushtap Baktygereyeva, Chairman of Kyzylorda regional branch of the Nur Otan Party, Akim of Kyzylorda region Krymbek Kusherbayev, Deputy Chairman of the National Chamber of Entrepreneurs “Atameken” Rakhim Oshakbayev, Director General of LLP “Tayinsha Astyk” Anatoly Rafalsky, Principal of a secondary school named after Mukagali Makatayev in Ili district of Almaty region Galiya Nadirbekova, Chairman of Board of JSC “National Scientific Cardiac Surgery Centre” Yuri Pya, senior geologist of LLP “Satpayev Operating” Assylzhan Dauletov, Chairman of Coordination Council of youth associations of the APK of Pavlodar region Elina Pauli, poet and akyn Bekarys Shoibekov.

The speakers highlighted the historic role of Nursultan Nazarbayev in gaining independence and the formation and strengthening of Kazakhstan.
