Visit of Secretary of State of Kazakhstan Gulshara Abdykalikova to JSC Centre for International Programmes under the Ministry of Education and Science

 

During the visit, Gulshara Abdykalikova got acquainted with the system of management of the Bolashak presidential scholarship programme, along with mechanisms for the selection of candidates, monitoring of educational processes and subsequent employment of scholars.

The Secretary of State noted that over the period of its existence Bolashak programme has prepared 7,929 specialists for different sectors of economy, among which there are more than 3,000 engineers and technicians, nearly 600 physicians, more than 1,500 teachers and research associates, 81 PhD holders and more than 2,000 experts working in national and private companies. 

Gulshara Abdykalikova reminded of the words of President Nursultan Nazarbayev who said it is necessary to maximize the potential of Bolashak scholars and actively involve them into the civil service.

The Secretary of State also talked to the staff members of the Centre, who keep in touch with the scholars, alumni and foreign partners of the programme.

While in the Centre, Gulshara Abdykalikova held a meeting with representatives of the President’s Executive Office, as well as Minister of Education and Science Aslan Sarinzhipov, Vice Minister of National Economy Madina Abylkasymova and Vice Minister of Health and Social Development Daulet Argandykov.

President of the Centre Gani Nygymetov informed the attendees on the progress in the work of the programme and told about the new Scholarship Development Plan for 2016-2020.  

Representatives of the Ministry of National Economy and Ministry of Health and Social Development put forward a number of proposals for the further development of the Bolashak programme.

Summarizing the results of the meeting, Gulshara Abdykalikova underscored the necessity to combine the new five-year Development Plan with a particular focus on the training of specialists for all sectors of economy and finding mechanisms for quality improvement of the scholarship.

In conclusion, the Secretary of State set a number of specific tasks to further implement the Bolashak programme in line with the Kazakhstan-2050 Strategy, “Nurly zhol” state programme of infrastructure development and five institutional reforms initiated by Nursultan Nazarbayev at the 16th Congress of the Nur Otan Party.
