Republican Commission on training staff abroad (Republican Commission) was established by the President’s Decree dated October 12, 2000, No. 470 as a consultative advisory organ selecting candidatures for the international scholarship Bolashak of the President of the Republic of Kazakhstan.
The Republican Commission’s members are appointed by the President of the Republic of Kazakhstan. The Republican Commission is headed by the Secretary of State of the Republic of Kazakhstan. Minister of education and science is the Deputy Chairman of the Republican Commission. Vice-minister of education and science is the Secretary of the Republican Commission.
Republican Commission’s sittings are held according to its working plan. Extraordinary sittings are held according to decisions of the Chairman of the Republican Commission if a need arises.
A majority of two thirds of the Commission’s members must be present at a sitting in order to make the resolution of the sitting to be valid.
Ministry of education and science is the working organ of the Republican Commission.
The Republican Commission’s major tasks and missions are as follows:
- Determination of the general strategy for training staff abroad;
- Determination of the annual list of the most required for Kazakhstan specializations, according to which abroad staff preparation is fulfilled in the framework of the Bolashak scholarship;
- determination and confirmation of the annual selection plan for the international scholarship Bolashak of the President of the Republic of Kazakhstan (Bolashak scholarship);
- decision on awarding the Bolashak scholarship according to the adopted Regulation on selecting applicants and awarding the international scholarship Bolashak of the President of the Republic of Kazakhstan on the outcomes of study and decision on cancellation or continuation of the scholarship;
- preparation of the recommendations on employment of Bolashak scholars;
- fulfillment of other functions necessary for basic activities and not contradicting the legislation of the Republic of Kazakhstan.
The Republican Commission’s resolution is adopted in an open voting by three quarters of the Commission’s members presenting at the sitting.
Chairman of the Republican Commission organizes its work and coordinates the activities of its members, and also confirms Regulation and members of the expert commission conducting first round of the selection process according to the legislation of the Republic;
Secretary of the Republican Commission submits documents and materials for consideration by the Republican Commission, which were prepared by the working organ.
